HR professionals may need to undergo HIPAA training, but whether they require HIPAA certification depends on their role and industry.

Business associates and their subcontractors who handle PHI on behalf of covered entities are also required to undergo HIPAA training.

While HR departments may handle employee health information, the applicability of HIPAA to HR is not straightforward. HR departments are generally not considered covered entities under HIPAA regulations.

The Privacy Rule of HIPAA generally does not apply to employment records, even if they contain health-related information. However, it's still very important for HR professionals to be aware of HIPAA's requirements and ensure the privacy and security of employee health information.
